i talked to the guy that is in charge of stocking it and he said that majority die because it isnt deep enough and the water gets too warm

This is a catch and release pond. It's stocked by the DNR for kids to learn how to fish ect. You can't be that hungry, can you?

I have never fished here but since there is no restrictions on bait i would use slip bobbers, jigs and minnows. if not try mepps spoons like #3 and smaller. Crankbaits like floating raps #9 and smaller or the countdown series would be a good guess.
