ok so i bought a boat that has surge brakes on the trailer.  i'm fairly new to surge brakes but i understand how they work.   here's my dilemma.  if i back up the boat and have to back over a bump or hump or something the brakes tighten up.  i'm able to get around this by sticking a screwdriver in where the surge actuator is... i think there is a cap missing, but i'm not sure what it's supposed to look like, am i going to have to use a screw driver every time i want to back up? any help would be great!  thanks guys

Never argue with an idiot.... they'll drag you down to their level and beat you with experience.

I also have surge brakes and I have a 5 prong flat plug on the trailer.  I think you will need the same as the backup lights will over-ride the brakes for backing up.

Skeeter's got the cure. A 5 wire connector with the 5th wire connected to your backup lights. When you go in reverse, the lights come on and actuate a bypass solenoid on the surge brakes.

So is the blue wire on a 5 flat, the backup lights?  I have the 5 flat on the trailer but haven't changed my pickup end from the 4 to a 5.

I believe so. Don't have mine here but brown, green, and yellow are brake, turn, and tail lights. White is ground, so blue must be backup.
Update: Yes,  I just checked, the blue wire connects to the vehicle backup lights and to the surge brake solenoid on the trailer.

They will likely not brake when you are backing up a slight incline at a slow speed, and the boat ramp is always down hill. I have never had mine lock up backing the boat up the driveway into the garage. I think you would have to be pushing pretty fast or hard to have an issue, otherwise use the screwdriver, unless you want to put the 5 on your pickup for the rare time you are ever going to need it.

Some manufactures you cant back up at all without the fifth wire, insert Ranger as an example. Probably not your case if your moving it a little but just throw the 5 plug in and your golden, u haul can put them in too for pretty cheap.
