Obama administration launches public comment on undefined national land conservation plan

On the edges of a vast landscape that measures in the millions of acres and stretches north through a wilderness area and a scenic national park, ranchers and environmentalists have been able to agree on a lot lately.


The work done to preserve land in northwestern Montana's "Crown of the Continent" was made the shining example Tuesday of what the Obama Administration hopes to achieve with its new "America's Great Outdoors Initiative."


The conservation effort has focused on voluntary land sales of 310,000 acres from a large timber company, deals to retire mining and oil projects and conservation agreements with ranchers and land owners in developing homemade plans for a working landscape in the heart of the Rocky Mountains.


The varied interests behind the effort also agree the Obama Administration should make sure its new initiative doesn't force land conservation ideas from big cities down the throats of rural residents.


"Urban-based conservation movements have really only succeeded in alienating the very best allies: our ranchers, our loggers, our sportsmen and our farmers," said Melanie Parker, who lives in the scenic Swan Valley and has played an integral role in getting loggers and environmentalists in the area to talk with one another.


The administration assured all involved that its initiative will rely on the local ideas gathered in a nationwide listening tour launched Tuesday and Wednesday in Montana.


"The first message, clearly, is that this effort must be bottom up," said Agriculture Secretary Tom Vilsack. "Far be it from me, from Iowa or Washington D.C. or wherever I come from, to suggest I know better."


Montana is a state, like many in the West, where federal land management and conservation are often hotly debated and can lead to long-lasting policy stalemates.


President Barack Obama expects that the multi-agency listening sessions around the country will result in a report delivered to him by November, Vilsack said. The next event will be in Los Angeles in the coming weeks, following sessions Wednesday in Missoula, Bozeman and Helena.


Watershed preservation efforts from the Great Lakes to Chesapeake Bay will also be covered, Vilsack said. The goal is to include everything from recreation to economic development, particularly for rural areas where incomes languish compared to most urban areas.


In Montana, the administration officials were joined by the state's governor and U.S. senators. They highlighted the decade-long conservation effort around The Bob Marshall Wilderness Area and Glacier National Park that has involved longtime foes in land use battles.


Enhancing wildlife habitat was a main goal, but so was improving the local economy with ways to make sure a working landscape became a sustainable timber source for planned biomass energy production.


State and federal money was secured, but only after it was clear the effort had widespread local support after years of hammering out complex deals.


The administration's new initiative comes as Republicans and others criticize the contents of an internal Interior Department memo and other records that show the administration was considering the potential for presidential monument declarations in nine western states. Those declarations, last done in Montana under former President Bill Clinton, remain a very sore point for some westerners.


Leading Democrats said the monument declarations are not part of the agenda.


"I am opposed to the administration creating monuments," said Sen. Max Baucus, D-Mont., who holds an influential role in the Senate. "This is bottom up, that was top down."

Interesting plan, Bob.   We'll have to see the details before the public comment period.   We'll hear lots of criticism here on FBO regardless. 
I wonder how Teddy R would have weathered the internet storm if Al Gore would have been born 125 years earlier and invented the internet 110 years ago!?!   Teddy was a sneaky guy when it came to outfoxing lumbering and  mining companies  and creating wilderness areas.

They already are wilderness areas are they not?  AKA federal lands?  I think a pretty happy medium already exists.  That is where I don't understand the "American Great Outdoor" initiative.  The rancher who is a steward of the land and helps his livelihood is going to be thrown out the window just because a rich Hollywood star says so?  That's what is really at play here and it is no secret who's team Obama is on.

I think it is more than fair to be very critical.

Honestly, not all ranchers are stewards.  Most are, but some are not.  Some will overgraze and overlook weed problems caused by their livestock.  Some will use atv's to access remote areas, some will use a saddle horse.  It is unfair to group all ranchers into one group.  In my opinion, if it is roadless area to the public, the only reason to allow any wheeled motorized travel would be to fight a fire.  Saddle/pack horses can be used to haul salt/mineral, fencing supplies, parts for water sources, etc.

I say to hell with that pot o' gold.

Okay.  So we judge by the worthlessness of some?

And an ATV used to tend to cattle in remote areas is going to destory the ecosystem?  Just some outloud thinking.  I am not sure what the issues really are.  Are they building ATV parks back in the remote areas?  It's not like I'm an advocate for ATV park or a federal highway system in these lands but shutting it down to absolutely nothing?  Seriously, anyone ever catch the news with California and their wildfires?

Again, some more outloud thinking.

Well, if its a roadless area, it should be roadless for everyone.  If you're incapable or unwilling to hike or outfit yourself with saddle stock, you won't have the luxury of hunting that area.  Same goes for the cattle....if you're unwilling to ride a horse to tend your livestock, then find someone who is.

Thats my opinion.  The cowboy and his horse should be stewards of the grazing lands.

Haven't a clue about if there are too many or too few wilderness or roadless areas, nor do I know anything about this proposal.   Hardly warrants the usual knee jerk condemnation though, till I find out what it entails and what it means.
That's what NPRM mean, if you don't know.  There was a NPRM having to do with one of my hobbies a couple years ago, so concerned citizens who like to do positive things and not beetch on websites from their ever expanding  butts, all got together, organized and wrote comments in the NPRM and sent even snail mail letters, and darned if it didn't reszult in fairly major changes, based on RATIONAL information, not just knee jerk chest beating nonsense!   I learned all about the NPRM mechanism, and how it works.   Works with both the Dems anbd the Repubs in power, too!  Not perfect, but pretty darned good! 
So my advice is ti read the thing when it is published in the Federal Registry, think objectively  about it and all its ramifications, and comment on it.  Whatever you feel, comment on it, not just scream and yell becasue "Oboma is taking over the country and its going so downhill, etc."  That's silly non productive rhetoric that no one ever takes seriously!   Not the Dems, not the Repubs, nor even the neutrals! 
Likie I said, not a perfect system by any means, but they are inviting and encouraging anyone who is interested to send in their comments.  Never mind the "They won't listen cause Obama is taking over the world" crap, please.
