MHA Council Investigating Tex Hall

This should be interesting. Even if they find anything wrong my guess is they don't do anything about it.

The business council of the Three Affiliated Tribes says it's investigating Chairman Tex Hall.
     Members unanimously voted one month ago to authorize an independent investigation of Hall's business activities.
     Vice Chairman Fred Fox says after hearing rumors about a possible business partnership with accused felon James Henrikson, it is important for the integrity of all tribal members to get to the bottom of the story.

 this is something that certainly needs to be done.  On the surface it certainly doesn't look very good.  But Tex claims he is clean.  We'll see.  However, I don't know if a group from the tribe can do an independent investigation.  I think the FBI or BIA should be doing it.

Elders back tribal chairman; call attorney insubordinate

NEW TOWN, N.D. – Tribal elders here defended Chairman Tex Hall on Thursday and requested the tribal attorney be suspended for what they called unethical behavior and insubordination toward the chairman.

NEW TOWN, N.D. – Tribal elders here defended Chairman Tex Hall on Thursday and requested the tribal attorney be suspended for what they called unethical behavior and insubordination toward the chairman.

 

The Mandan, Hidatsa and Arikara Elders Organization brought a resolution to the Tribal Business Council seeking a 30-day suspension of Damon Williams, the attorney for the tribe.

 

Three Affiliated Tribes elder Ramona Two Shields said Williams was disrespectful in a Jan. 31 meeting when he got into a verbal confrontation with Hall during a discussion about amendments to an ethics ordinance.

 

Elders said Williams wrongly advised a few council members that an emergency existed with the tribal ethics ordinance, which allowed discussion of the amendments without the proper public notice procedure.

 

The amendments, which were approved, related to defining conflicts of interest for public employees, an issue Hall has received criticism for after his company, Maheshu Energy, was linked to a criminal investigation.

 

The elders also questioned other incidents involving Williams, including a letter he wrote questioning the results of a federally certified election without consulting Hall.

 

No member of the Tribal Business Council made a motion to support the elders’ resolution, so the effort did not move forward. However, Two Shields said the group may pursue other avenues.

 

Hall said he was glad the elders shed light on the need to establish a process when there is a divide on the council.

 

In an interview later Thursday, Williams said he considered the exchange between him and Hall to be natural dialog, not a confrontation.

 

“I take great pride in my professionalism,” Williams said. “I was just doing what I was told by my client, which is the entire Tribal Business Council.”

 

Also at the Jan. 31 meeting, a resolution to suspend Hall and investigate a contract involving the tribe and a company associated with James Henrikson, who is charged with felony weapons charges and linked to a murder-for-hire case in Spokane, Wash., was defeated by the Tribal Business Council.

 

In interviews, members of the MHA Elders Organization, which has representation across the Fort Berthold Reservation, said they support Hall’s leadership.

 

“He is looking out for everyone,” said Donna Morgan, chairperson of the group. “These other ones (council members) are looking out for themselves only.”

 

Elder John Danks said he applauds Hall and the council members for establishing what is known as the People’s Fund to sustain the tribe in the future.

 

“The tribe’s financially solvent and the Tribal Council manages our resources,” Danks said. “Our oil resource is what has generated this revenue. This resource is finite and we must put some aside.”

 

Danks said Hall owned the oil field service business when tribal members elected him, and Hall doesn’t give up his right to engage in economic activity because he’s on the council.

 

Another Tribal Business Council member, Mervin Packineau of Parshall, also is listed on the tribe’s list of certified Indian contractors as owner of U.S. Sand LLC, which sells sand for hydraulic fracturing.

 

The specific changes to the tribe’s ethics ordinance approved by the council were not available Thursday because the resolution was approved but had not been signed, said Glenda Baker-Embry, spokeswoman for the tribe.

 

Majel Russell, an attorney who does some work on probate and enrollment issues for the tribe, told the Tribal Business Council she is interested in serving as a special prosecutor to handle ethics complaints, a position that had been advertised but not filled.

 

But Russell said the ethics ordinance would first need revisions to be more transparent, establish how a hearing process would work and define a protocol for a separate body to hear complaints that relate to the Tribal Business Council.

 there is a segment of tribal members that have always dislike Tex. And now that Tex has oil wells of his own it has caused even more hatred of the guy.  Honestly, this is normal tribal politics.  Not unlike the white man's politics.

lol people are not going to rock the boat and lose their payola that's been the way of that tribe for a long time.  The elders get money several times a year of course they will back the golden goose.  And just fyi I am Native and not being racist or prejudice.  I'm just tired of the crooked few that represent us all in the public eye.

Yep they keep handing out a little to keep people smiling and not working and steal like crazy, and they love them for it. Ask around near election time over there, very few vote For anyone without an elder telling them to.

 Well Tex's step daughter had a kid with James. That being said I'm sure the met at a family dinner and not just by accident. I thibk that there is enough proof for a person.

 Hendrickson is far left, his wife is next to him(the blond), and Tiffany Tex's gf. Bottom right Peyton who is reported to have had Hendrickson's baby.

 I didn't recognize hendrickson because he looks different now.  anyway, this really isn't a surprise they would vacation together they were business partners.  At least until Tex figured out what kind of a guy he was.  Then it was over.  And had Hendrickson not gotten arrested Tex would probably be dead.

Most do, it was news when he was caught stealing before when he was voted out the last time.

You have to be kidding me.

He is absolutely corrupt and to a degree MHA has never seen before. He has other dealings with Henrikson to include Blackstone...a company Hall paid over 800,000.00 dollars to - signing the MHA checks himself...to his own partnership company.

Also, Hall signs all drilling permits and has ensured his company Mahetsu and its many companies he fronts-  are getting the work without it being bid to legitmate companies.

I find the Elders Council to be completely out of line in this matter, and they are the minority.

I also find it funny that Fred Fox is pointing fingers - he has a company with a lady named Laurie Bird - that is doing the same thing, millions of dollars in contracts being given to his partner - as he uses his power to ensure they are given to her.

The lot of them need to be investigated for extortion of contracts, misuse of power and more.

He continued dealing with him to the bitter end, only they got better at covering their tracks.

Only when one thief tried to rob the other....did they have a falling out.

 thereinlies the problem.  all these companies have to have natives front for them.  it only breeds corruption just like so many things that happen on the reservation.  Infidel if what you say is true he will no doubt be arrested and found guilty.  If not then it's just another day of finger pointing on the reservation.  Was he ever found guilty of any crimes/theft the last time he was tribal chairman?  I don't recall that he ever was.  If he was he certainly wouldn't have been elected again.  Finger pointing like this has always gone on in the reservations.
