Is this an on going problem or just begin recently??

Allen Joined: 01/09/2002 Location: ND	This is not "North Dakota's own", this is in reference to some of the bad stuff associated with nations within a nation. Not much ND can do about it because as the article clearly states, these crimes get prosecuted in Tribal Courts or federal courts. It is a pretty sad deal though.
