Is this a good idea or not, and does anyone in North Dakota do this kind of work?

What's your end goal?  Flutes don't really take off an appreciable amount of weight, nor do they really add enough surface area to increase cooling.  They do both of those things, but, to a very small degree, nothing earth-shattering.

Flutes do however look mighty cool!

Why yes indeed I can walk on water..............but I do stagger on alcohol.

I've sold a few of the Savage spiral fluted rifles. They look nice. I don't know who does it or what the cost would be. I would guess it may not be terribly cheap.

Joel Ackerman out in Dickinson. I have had him do three for me. Jeol does a great job. He is a machinist for 40 plus years.

Just flute it yourself with a 1/8" bit and drill press.  Be sure to use Mystic Metal Mover, so the bit doesn't get hung or overheat.   Just buff any imperfections out when you are done with a 100 grit sandpaper on an orbital sander.

If you flute your barrel you should also do stress relief.  Some gunsmiths flute, but don't stress relief.  Your barrel could come out with groups three times as big if you don't do it right.

Is it a barrel/blank with rifling in already.  Cut, hammer forged, or button rifling.  This will be some questions a knowledgeable smith should ask.  If they aren't I wouldn't even give them a thought.  No experience with Ackerman, Dagley however I know he has his ducks in a row.  Hope he streamlined his shop however.  Long wait on his stuff.

Id consider replacing a barrel with a fluted one if it was an option, but I wouldnt consider fluting an existing barrel, when you figure labor costs and the potential for it to cause accuracy issues, its just not worth it IMO.
