 Id use that as bait. Eyes love those little bullheads. Would that be legal to do that?

It would only be legal if you "treated it to inactivate reproductive products" first.  You couldn't use it as live bait, but could use it as bait if it you froze it, or otherwise killed it first. 

North Woodhaven Pond is loaded with 3-5" bullheads if you're looking for some.  I was out with my son last night and we couldn't keep them off the line long enough to catch many trout.
