I was told at one time that the land surrounding Brewer was donated to the county by an elderly man (now deceased) under the condition that they could never charge for camping or for access and that it had to be open to everyone. Sounds like this has changed. Maybe the story told to me was not accurate? Maybe the county is not honoring its agreement with a dead man? Anyone have the real scoop on this?.
