U.S. to propose mandatory vehicle 'black boxes'

The U.S. Transportation Department said today it will propose making vehicle "black boxes" mandatory in all vehicles by the end of the year.

The department's National Highway Traffic Safety Administration has long considered whether to make black boxes, officially called event data recorders, or EDRs, mandatory. They collect data about the seconds leading up to a crash and can help investigators determine the cause.

Last year, Congress considered requiring EDRs in all vehicles. NHTSA Administrator David Strickland told Congress the agency was studying the issue.

The plan was included in a 197-page Transportation Department regulatory reform proposal released by the White House this morning.

"NHTSA plans to propose mandatory EDRs in all passenger vehicles in 2011," the Transportation Department said in the report.

In a separate agency document posted on its website, NHTSA said it is also working on a proposal "for future enhancements to (EDRs) capabilities and applicability."

But the agency said it hasn't decided whether to require EDRs in heavy-duty vehicles.

Most automobiles already have the devices. NHTSA estimated that about 64 percent of 2005 model passenger vehicles had the devices. Many major automakers already include them all vehicles, including General Motors Co., Ford Motor Co., Toyota Motor Corp. and Mazda Motor Co.

In August 2006, NHTSA issued a rule setting standards for EDR data collection.

The rule, which takes effect in the 2013 model year, standardizes the information EDRs collect and makes retrieving the data easier. Devices must record 15 data elements, including vehicle deceleration, in specific formats.

Different automakers collect different data. In 2009, not all Toyota EDRs recorded both pre- and post-crash data. By the end of last year, all Toyota and Lexus vehicles included EDRs that can record both.

In May 2010, the Alliance of Automobile Manufacturers, the trade association GM, Ford, Chrysler Group LLC, Toyota and eight other automakers, endorsed making EDRs mandatory in all vehicles, but expressed concerns that some in Congress wanted more elaborate and expensive ones than are available.

The devices have been in use for about 20 years.

GM began widely installing the predecessor version of today's event data recorders in vehicles in the 1990 model year, and they became standard equipment in light duty vehicles in the 1995 model year.

Two sides to this deal , I am in the insurance business and whenever we are involved in a serious accident we down load black boxes whenever possible , which really is a very high percentage .
  We have been cleared in some very serious claims , we have also caught our drivers lying , trying to cover their butts when causing an accident. So as far as using it in this manner it really is a good tool

I remember when the black boxes first came out in vehicles and was talking with my insurance agent about it. Wasn't too long after this was passed.

There is no one more conservative than me, but If I had my way all new vehicles would have a rolling video camera in the rear view mirror facing forward  towards the road., that just recorded a minute or two then re recorded over it again etc

With that, fault could be determined in many many accidnets just by viewing the video,
i also think it would make a lot of people think twice about what they were about to do behind the wheel .

I have a vested interest in every facet of the business I am in from selling the insurance to make sure claims are turned in and handled properly

the insurance compaany doesn't own the vehicle so what right do they have to your "little black box"  Unless the underwriters sneek a clause in because over 90% of the drivers don't read or if they do read the policy can't understand the wording 
I think it is going to be more for the amount of miles you drive so you can py an extra road use tax.

Lets think like a liberal democrat. Get gps attached to the black box and record travel routes etc. If you are going to fast they can have the speed zones attached to gps and you get a ticket in the mail saying you were speeding in this zone with exact location and time. How about linking them up to a control system through satellite and if you have driven over your quota for the day, week, month, year your car won't start or you get taxed for excess driving or going over your alloted carbon emission quota. How convenient this would be to a powerful central govt.

If I had my way, anyone who thought they were entitled to that much intrusion into my life would hang by their thumbs until they were no longer able to push that pencil!

I guess you can fight that fight when you have it , just remember many ,many people are not truthful about how bad claims happen when turn them in , seen it way to many times . 

I have seen these black boxes save family from financial ruin due that would have seen awards way beyond their insurance policy limits .  I have also seen the opposite .  It boils down to you are responsible for how you handle your vehicle and your driving habits

If there is an accident a law officer investgtes and issues a stipultion sometimes each driver gets a citation. So why the intrusion.

I will give you a specific example : Had an insured on an interstate highway another vehicle beside him so he could not merge into the passing lane, another vehicle comes down the ramp and instead of slowing accelerates.  Our insured who is alone in the vehicle sees what is about to happen and starts slowing to avoid an accident ,
the merging vehicle has 3 occupants hits right on the passenger front fender and spins around right in front of our vehicle . Two fatalities , survivor points blame to our insured , our insured is cited . 

Fast forward 6 months black boxes are downloaded , shows that our driver did exactly as he said, merging driver hit speeds of 90 coming onto interstate than slams on the brakes when he realizes he has a problem . Our driver had already had a multi million dollar lawsuit filed against him by this time . Law suit dropped

I can give you alot more but those are my reasons for supporting the black boxes and I cant be more plain about it .

Say iam driving down the road and a child runs out in the street,I hit the brakes swerve hard.The tattle tail box records this,I drive a mile down the road and get in a accident.could not the driving actions I did a mile before the real accident be used against me in court??

They dont record what your saying do they? Might be kind of sketchy booze cruising with one of these things in your vehicle.
